About this opportunity
The Weaverland Valley Authority is soliciting general construction bids for concrete foundation repairs to the Blue Ball Water Storage Tank Project located in East Earl Township, Lancaster County, Pennsylvania. Bids will be received exclusively online through the PennBid Program (https://pennbid.bonfirehub.com/) until 10:00 AM local time on May 5, 2026, at which time all submitted bids will be publicly displayed. The project scope includes structural concrete pier repairs and concrete foundation repairs for the water storage tank facility, with deliverables encompassing all necessary construction work to restore the foundation to acceptable structural standards. Prospective bidders must register as plan holders on the PennBid website to access all official bidding documents, addenda, and project updates; bidding documents are available for download in both electronic and paper formats from the designated website only. Written questions regarding the bidding documents must be submitted through PennBid to Herbert, Rowland & Grubic, Inc. (the engineer on record) by 2:00 PM on April 27, 2026, with telephone inquiries explicitly prohibited and questions received after the deadline not acknowledged. Site visit opportunities to inspect the tank location will be scheduled and coordinated through PennBid; however, no pre-bid meeting will be held. All bid submissions must be accompanied by bid security in the form of a certified check or bid bond in an amount not less than 10% of the total bid price.
The procurement documents do not specify any set-aside designations, restrictions on bidder eligibility, or disadvantaged enterprise requirements; therefore, the opportunity appears to be open to all qualified general construction contractors meeting standard bonding and insurance requirements. No incumbent vendors, current contractors, or existing contractual relationships are identified in the available documentation. The contract is classified as General Construction - Contract No. 1, and no specific budget range or estimated award value is disclosed in the posted materials. Prospective bidders are strongly advised to obtain all bidding documents exclusively through the official PennBid website, as neither the Weaverland Valley Authority nor Herbert, Rowland & Grubic, Inc. will assume responsibility for bidding documents, including addenda, obtained from sources other than the designated platform. The posting date for this opportunity was April 7, 2026, providing bidders with approximately 28 days from posting to the May 5, 2026 submission deadline.
