About this file
This is a technical specification document for Section 31 23 16.13 – Trenching, prepared by Herbert, Rowland & Grubic, Inc., for use in the North Earl Street Low Pressure Sanitary Sewer Extension Project (Project No. 011361.0461) in Pennsylvania. The specification establishes comprehensive requirements for excavating trenches for utilities, placing compacted fill from utility bedding to subgrade elevations, and backfilling and compaction operations. The work scope includes utility trench excavation, removal of unsuitable materials, installation of bedding materials (AASHTO No. 8 or No. 57 coarse aggregate), and systematic backfilling in maximum 8-inch compacted layers using specified fill materials (PennDOT 2A structural fill and AASHTO No. 57 granular fill). Contractors must call Pennsylvania One Call System, Inc. at 1-800-242-1776 at least three working days before commencing work to locate and mark underground utilities. Key execution requirements include maintaining laser-beam instruments with qualified operators to establish lines and grades, providing sheeting and shoring for excavations deeper than 5 feet through unstable materials, and limiting open trench advancement to 200 feet ahead of installed pipe with completion of backfill within 50 feet by end of workday.
Field quality control requires certified testing agents to perform compaction tests in accordance with ASTM D2922 and moisture tests per ASTM D3017, with varying frequency depending on whether work occurs within or outside PennDOT right-of-way. Within PennDOT right-of-way, contractors must complete and submit compaction test results and PennDOT CS-6 forms daily to the Engineer. Outside PennDOT right-of-way, minimum testing includes one site visit on the first backfilling day, one visit per sewer pipe run between manhole structures, and one visit per 400-foot section of force main or low-pressure sewer main installation. The specification requires that excavation be treated as unclassified work with no additional payment for rock removal or material handling difficulties, and that the contractor bear full responsibility for verifying utility locations and depths. Backfill compaction requirements range from 90 percent of maximum density for grass areas to 100 percent for asphalt pavement areas, with top surface tolerances of plus or minus 1 inch from required elevations.
