About this file

This is a specification document for seeding and landscape restoration work prepared by Herbert, Rowland & Grubic, Inc. for the Weaverland Valley Authority's North Earl Street Low Pressure Sanitary Sewer Extension Project (Project No. 011361.0461) located in Lancaster County, Pennsylvania. The specification details requirements for grassed area restoration and lawn maintenance on a lump sum basis, encompassing fertilizing, seeding, hydroseeding, mulching, and ongoing maintenance activities. The work includes soil preparation with lime and fertilizer application mixed into the upper two inches of topsoil, seed application in two intersecting directions at manufacturer-recommended rates, immediate mulching to one-eighth inch thickness following seeding, and water saturation to four inches of soil depth. Erosion fabric installation is required with minimum 12-inch overlaps secured at 36-inch intervals with stakes, and jute matting must be laid smoothly with top ends buried in six-inch deep trenches. Planting must occur during the state-designated planting season, with work not performed immediately following rain, during excessively dry conditions, or when wind speeds exceed 12 mph. The specification requires immediate reseeding of bare spots and repair of any washouts or gullies that develop.

The seed mixture must comply with PENNDOT Publication 408 specifications and be delivered in sealed containers showing germination percentage, inert matter content, weed percentage, production year, net weight, packaging date, and packaging location. Mulching material must be oat or wheat straw free from weeds and foreign matter, with hay and chopped cornstalks explicitly prohibited. Both the seed supplier and installer must have minimum three years' experience in their respective specialties and submit manufacturer's certificates verifying all products meet or exceed specified requirements. Fertilizer must be delivered in waterproof bags with weight and chemical analysis information clearly marked. Water used must be clean, fresh, and free of growth-inhibiting substances. The specification defines acceptable and unacceptable plant materials, including a comprehensive list of weeds to be controlled, and requires jute erosion fabric to be an open weave type with softwood stakes and inorganic fiber string for installation.
