About this opportunity
Collier County, Florida is conducting an informal Quick Quote procurement for hurricane repair and restoration services at the Cocohatchee River Park Bait Shop through a small purchase process with an anticipated cost range of $3,000 to $50,000. The procurement is funded through federal and state grant programs and encompasses replacement and upgrades to structural and mechanical components to restore the 332-square-foot mercantile facility to compliance with current Florida Building Code standards. The scope of work includes replacement of doors and windows with new aluminum, impact-rated units compliant with energy performance criteria and beach turtle regulations; replacement of soffits and roof flashing; relocation of the existing HVAC condensing unit to an approved rooftop stand above base flood elevation; installation of new meter, transformer, and electrical feed; replacement of exterior lighting and receptacles; and replacement of the exterior deck with either a 12-foot by 24-foot pressure-treated wood deck or concrete slab. Qualified vendors must possess appropriate business tax receipts, professional licenses, current E-Verify program enrollment, workers' compensation insurance at statutory limits, employer's liability coverage of $500,000 per occurrence, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $500,000 per occurrence, and must name Collier County as an additional insured on all applicable policies. Submissions are structured as lump-sum pricing across six line items covering demolition and existing conditions, woods and plastics, thermal and moisture protection, openings, HVAC, and electrical work. The question submission deadline is February 2, 2026, at 5:00 p.m., with quotes due electronically through the Collier County Procurement Services Division Online Bidding System by February 9, 2026, at 3:00 p.m., and the contract is awarded to the responsive vendor submitting the lowest quote with prices remaining firm through September 30, 2026.
No set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information is specified in the procurement documents. All responding vendors must comply with federal FEMA requirements and provisions, including federal labor standards with overtime compensation at time-and-a-half for hours exceeding forty per workweek, liquidated damages of $32 per calendar day for violations, and prohibitions on procurement of covered telecommunications equipment from designated foreign countries. Vendors must also comply with the Local Government Prompt Payment Act and Collier County's standard Purchase Order Terms and Conditions, which require E-Verify enrollment for all subcontractors, submission of certificates of authority to conduct business in Florida, performance and payment bonds at 100 percent of the contract amount if applicable, indemnification of the county from all liabilities resulting from vendor negligence or breach, and compliance with Florida Public Records Law. The Independent Cost Estimate prepared by the county indicates a base project cost of $45,950, with two alternates available: Alternate 1 for TREX composite decking at an additional $6,000 and Alternate 2 for a concrete slab deck at no additional cost, bringing the potential total project value to $51,950. All goods must be delivered FOB destination with risk of loss transferring to the county upon delivery, and payment will be made upon receipt and approval of invoices submitted within six months after contract completion in accordance with Florida's Local Government Prompt Payment Act.
