About this opportunity

The Board of Regents of the University System of Georgia is requesting proposals for a cloud time management system to replace the existing on-premises time clock management system across 23 institutions, with proposals due September 22, 2022. Cloud delivery is a mandatory requirement.

The system must serve approximately 13,000 employees across more than 600 time collection devices distributed statewide. The scope includes time collection devices, schedule management and maintenance services, and mandatory integration with OneUSG (PeopleSoft) Human Capital Management System. The vendor must also design the system to support potential future integration with cloud ERP providers including Oracle Cloud and Workday, as the State of Georgia evaluates cloud-based ERP solutions independently.

This RFP (47200-eRFP-000000413-2023) replaces a previously canceled solicitation (47200-eRFP-000000219-2022) and reflects an updated focus on cloud architecture as a decision-flipping requirement. No incumbent is explicitly identified in the source material.

Opportunity text

Purpose of Procurement Pursuant to the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide Cloud Time Management System to the Board of Regents of the University System of Georgia (USG) (the State Entity) as further described in this eRFP. The BOR is issuing this RFP in order to replace the time clock management system (TCMS) with a Cloud Time Management System that includes Time Collection Devices (TCDs), schedule management and maintenance services and integration services with OneUSG (PeopleSoft) Human Capital Management System. At the time of RFP issuance, there are over 600 time collection devices housed at 23 institutions. Approximately 13,000 employees have enter time within the last 45 days using time collection devices. This Cloud Time Management System RFP # 47200-eRFP-000000413-2023 replaces the previously issued/canceled Time Management RFP # 47200-eRFP-000000219-2022 with the updated focus on cloud requirements, with cloud delivery now a mandatory requirement. Looking forward, the State of Georgia has issued a Request for Information to obtain proposals for cloud-based ERP solutions. In preparation for a potential shift in software solutions, the BOR wants to ensure any future time clock management system successfully integrates with PeopleSoft in addition to cloud ERP providers including Oracle Cloud and Workday.
