About this opportunity

The Clinch County Board of Commissioners in Georgia is seeking sealed bids for the Homerville/Clinch Co. Recreation Park Rehabilitation project, a comprehensive recreation facility improvement initiative. The procurement involves a full-scale rehabilitation of recreation fields, with specific deliverables including installation of a Tee Ball field, playground, fencing, parking lot, basketball courts, sidewalks, and irrigation system repairs. Prospective bidders must attend a mandatory pre-bid conference on Tuesday, May 27, 2025, at 9:00 AM at the Commissioners' Chambers located at 22 Court Square, Suite B, Homerville, GA 31634. Sealed bids will be received until Tuesday, June 10, 2025, at 9:00 AM, with bid opening and reading to occur immediately thereafter. The project requires completion within 180 consecutive calendar days following the Notice to Proceed, and bidders must submit a Bid Bond for 5% of their total bid amount. Evaluation will focus on finding the lowest responsive and responsible bidder, with the Clinch County Board of Commissioners reserving the right to reject any bids or waive informalities.

While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, bidders must follow Georgia Department of Transportation Standard Specifications (2021 Edition) and obtain certification by receiving the bid package directly from the Engineer. Plans and specifications can be purchased from Statewide Engineering, Inc. for $200 for printed documents or $50 for PDF format. Successful bidders will be required to provide Performance and Payment Bonds for 100% of the contract amount within 10 days of award notification, with failure to do so resulting in forfeiture of the Bid Bond as liquidated damages. Bids cannot be withdrawn for 60 days after the bid opening, providing the county flexibility in vendor selection. Though a specific budget range is not disclosed, the comprehensive nature of the rehabilitation project suggests a significant investment in local recreational infrastructure. The project is funded through the Improving Neighborhood Outcomes Grant, indicating potential state or federal support for this community development initiative.
