About this opportunity
Jordan School District (JSD) in West Jordan, Utah has issued Request for Proposals (RFP) #26TH01P5 for Classroom Management Software (CMS), seeking web-based software solutions compatible with Chromebooks, Apple laptops/iPads, and PCs. The district aims to provide comprehensive device management tools for teachers, enabling them to control student device access, monitor internet usage, communicate with students, create ability-level groups, and provide administrative monitoring capabilities. Proposals are due Friday, August 1, 2025, at 12:00 p.m. MDT, with questions due by Friday, July 18, 2025. The evaluation process will involve multiple stages, including a technical proposal evaluation worth 840 possible points, optional interviews and presentations worth 200 points, and a cost proposal evaluation worth 400 points. Vendors must meet minimum technical scoring thresholds, demonstrate compatibility with Skyward SMS 2.0 and Skyward Qmlativ, support Google Workspace for Education authentication, and comply with Family Educational Rights and Privacy Act (FERPA) standards. The contract will be for one year, with options to renew for up to four additional one-year periods, for a maximum of five years total, with implementation planned for the 2025-2026 school year.
The RFP does not specify specific set-aside designations or restrictions on respondent types, but it includes several mandatory compliance requirements such as a "No Reseller Preference" stipulation and a Public Contract Boycott Restriction Statement. Vendors must certify they are not engaged in economic boycotts and comply with Utah Code regulations. The district intends to award contracts to multiple vendors, with a limitation that the Information Systems department can only manage two software options due to personnel constraints. The cost proposal requires detailed pricing for software licensing, implementation, training, and ongoing support, with pricing structured for a sample elementary school of 750 students. While specific award values are not explicitly stated, the RFP indicates a comprehensive five-year contract opportunity with potential for significant investment in classroom management technology. The district emphasizes the importance of professional training, ongoing technical support, and robust student data privacy protections, with vendors required to adhere to specific cybersecurity frameworks and student data protection standards.
