About this opportunity

The City of Austin is requesting proposals for citywide painting services under RFP 5000 RBB3004, with proposals due June 18, 2026 at 2:00 p.m. CT, and a non-mandatory pre-offer meeting scheduled for May 19, 2026 at 10:00 a.m. CT via Microsoft Teams. Written questions are due June 2, 2026 at 5:00 p.m. CT. No MBE-WBE subcontracting goals apply to this solicitation, though Good Faith Efforts to identify certified M/WBE subcontractors are required if subcontractors are used; no M/WBE goal percentages are mandated.

The scope covers commercial painting and maintenance services on an as-needed basis across City-owned facilities, with labor pricing stratified by trade classification (lead painter/supervisor, painter, drywall/taping) and time of service (normal business hours versus after-hours and weekend work). Prevailing wage requirements under U.S. Department of Labor General Decision TX20260271 and City of Austin minimum wage of $22.05 per hour apply; contractors must provide certified weekly payroll reports within seven calendar days and maintain prevailing wage compliance software at their own expense. Wage theft compliance and training within 30 days of award are mandatory. At least three verifiable references for comparable painting services within the past five years are required.

The contract commences upon execution with no specified initial term; the City reserves the right to extend at its sole discretion with 30 days' notice and may require hold-over for up to 180 calendar days. Pricing is fixed with unit labor rates; after the first 12 months, either party may request price adjustment on each anniversary date, not to exceed the percentage change in the Building Finishing Contractors index. The City anticipates approximately $1.125 million annual spend on paint and materials (separate from contractor labor). Contractors must provide a fixed percentage markup on non-specified related items, firm throughout the contract term.

Evaluation criteria total up to 100 points: Technical Approach and Project Plan (44 points), Offeror Experience (30 points), Price (14 points), plus up to 6 preference points each for local business and small business certifications based on total proposal value. Commercial General Liability of $500,000 per occurrence and Worker's Compensation coverage are required; enhanced insurance limits apply to Austin Energy projects. All offers must be submitted electronically through Austin Finance Online and are valid for 180 days from RFP closing. The City may make multiple awards to highest-rated proposals.
