About this file

This is Solicitation Addendum No. 2 for RFP 5000 RBB3004, issued by the City of Austin Financial Services – Central Procurement on June 4, 2026, addressing citywide painting services. The addendum clarifies that contractors should anticipate providing painting services across a mix of single-story and multi-story buildings requiring various equipment types, including lift equipment where necessary. The scope encompasses painting services on an as-needed basis across City-owned facilities with project-specific requirements that may vary; while the primary focus is painting, contractors should be prepared to address deteriorated substrates identified by the City on a project-by-project basis. Contractors are responsible for furnishing all tools, labor, equipment (including specialized access equipment such as lifts and scaffolding), and resources necessary to safely and effectively complete the work. The proposal due date is June 18, 2026 at 2:00 p.m. CT, with a non-mandatory pre-offer meeting scheduled for May 19, 2026 at 10:00 a.m. CT via Microsoft Teams. Written questions were due June 2, 2026 at 5:00 p.m. CT. The contract commences upon execution with no specified initial term; the City reserves the right to extend at its sole discretion with 30 days' notice and may require hold-over for up to 180 calendar days.

Prevailing wage requirements under U.S. Department of Labor General Decision TX20260271 and the City of Austin minimum wage of $22.05 per hour apply to all work. Labor pricing is stratified by trade classification (lead painter/supervisor, painter, drywall/taping) and time of service (normal business hours versus after-hours and weekend work), with pricing fixed and unit labor rates subject to adjustment annually after the first 12 months, not to exceed the percentage change in the Building Finishing Contractors index. The City anticipates approximately $1.125 million in annual spend on paint and materials separate from contractor labor. Contractors must provide a fixed percentage markup on non-specified related items, firm throughout the contract term. No MBE-WBE subcontracting goals apply; however, Good Faith Efforts to identify certified M/WBE subcontractors are required if subcontractors are used. At least three verifiable references for comparable painting services within the past five years are required. Commercial General Liability insurance of $500,000 per occurrence and Worker's Compensation coverage are mandatory, with enhanced limits applicable to Austin Energy projects. Contractors must provide certified weekly payroll reports within seven calendar days and maintain prevailing wage compliance software at their own expense. Wage theft compliance and training within 30 days of award are mandatory. All offers must be submitted electronically through Austin Finance Online and remain valid for 180 days from RFP closing. The City may make multiple awards to highest-rated proposals based on evaluation criteria totaling up to 100 points: Technical Approach and Project Plan (44 points), Offeror Experience (30 points), Price (14 points), plus up to 6 preference points each for local business and small business certifications.

Questions Answers to Questions

Are the facilities covered under this contract primarily single-story buildings, or should contractors anticipate a mix of single-story and multi-story facilities requiring lift equipment?

The City’s facilities include a combination of both single-story and multi-story buildings. Contractors should anticipate providing painting services across a variety of facility types, building heights, materials, and surface conditions. As outlined in the Scope of Work, the Contractor shall demonstrate experience performing painting services of similar size, scope, and complexity for organizations comparable to the City of Austin, including work involving multiple building configurations, materials, and specifications. Contractors shall be responsible for furnishing all equipment, including lift equipment, when necessary, to safely and effectively perform the required services.

Should contractors assume painting services only, or are repairs to deteriorated substrates (such as wood trim, fascia, soffits, or siding) expected as part of the scope when the city identifies them?

The primary purpose of this contract is to provide painting services. However, project-specific requirements may vary depending on the condition and needs of the facility being serviced. Contractors should be prepared to perform painting services across a wide range of building types, materials, and applications as identified by the city on a project-by-project basis.

Should contractors anticipate routinely using lifts, scaffolding, or other specialized access equipment at certain facilities

Contractors should anticipate furnishing all tools, labor, travel, equipment, and other resources necessary to perform the services required under this contract.

Depending on the specific facility, scope of work, and site conditions, the use of lifts, scaffolding, or other specialized access equipment may be necessary. The Contractor shall be responsible for providing and operating any equipment required to safely and effectively complete the work in accordance with the contract requirements.
