About this file
This is a Subcontracting Plan submittal form for the City of Austin's Minority and Women-Owned Business Enterprises (M/WBE) Procurement Program related to Citywide Painting Services. The City of Austin's Small and Minority Business Resources Department (SMBR) reviewed this solicitation and determined that no M/WBE subcontracting goals could be applied due to insufficient subcontracting opportunities and insufficient availability of certified M/WBE firms. However, offerors who intend to use subcontractors must comply with the City's M/WBE Procurement Program procedures. Offerors must indicate whether they plan to use subcontractors and, if so, complete the subcontracting plan and include it with their sealed offer. Any subcontractors added after contract award must also comply with M/WBE Program requirements, and contractors cannot hire or allow subcontractors to begin work unless they are listed in the subcontracting plan or unless prior City approval is obtained through a Request for Change form.
Offerors may use either City of Austin certified M/WBE subcontractors or non-certified subcontractors after performing Good Faith Efforts to identify certified M/WBE firms. For non-certified subcontractors, offerors must contact SMBR for an availability list, contact all M/WBE firms on that list with a significant local business presence in the Austin Metropolitan Statistical Area, allow at least seven days for responses, follow up with interested firms, advertise the subcontracting opportunity in local publications, and utilize community organizations to help solicit M/WBE firms. All documentation of these Good Faith Efforts, including emails, fax confirmations, proof of mail delivery, and phone logs, must be included with the sealed offer. The form requires offerors to provide subcontractor names, vendor ID codes, contact information, subcontract amounts, commodity codes, and justification if certified M/WBE firms are not being used.
