About this file

This is a Solicitation Addendum No. 1 issued by Austin Financial Services – Central Procurement for the City of Austin relating to RFP 5000 RBB3004 for Citywide Painting Services. The addendum documents a pre-offer meeting held on May 19, 2026, from 10:00 a.m. to 10:25 a.m. CT with attendance from City of Austin representatives and four painting service vendors: JNA Painting, ABH Pros, and Visions Recycling Inc. The solicitation establishes a contract primarily for painting services with an ancillary paint supply component to provide the City flexibility in procuring paint and related materials as needed. Proposals were due June 18, 2026, at 2:00 p.m. CT, with written questions due by June 2, 2026, at 5:00 p.m. CT. The contract commences upon execution with no specified initial term; the City reserves the right to extend at its sole discretion with 30 days' notice and may require hold-over for up to 180 calendar days.

The addendum clarifies three critical points for bidders: vendors must propose on the painting services scope as outlined in the solicitation, as the contract is not structured as a standalone paint supply contract; paint manufacturers identified on the price sheet have been specified to ensure consistency, color matching, and uniform performance across City facilities; and insurance coverages, endorsements, and required limits are not required at proposal submission but must be provided by the apparent successful proposer prior to contract execution, anticipated within approximately one month before City Council approval. The City anticipates approximately $1.125 million in annual spend on paint and materials separate from contractor labor, with evaluation criteria totaling up to 100 points comprising Technical Approach and Project Plan (44 points), Offeror Experience (30 points), Price (14 points), plus preference points for local and small business certifications. Prevailing wage requirements under U.S. Department of Labor General Decision TX20260271 and the City of Austin minimum wage of $22.05 per hour apply, with contractors required to provide certified weekly payroll reports and maintain prevailing wage compliance software.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Can a vendor submit an equal product, or does it have to be the paint manufactures identified on the price sheet?

The paint manufacturers identified on the price sheet have been specified to support consistency across the City’s facilities and assets. Standardizing manufacturers helps ensure accurate color matching, coating compatibility, and uniform performance while minimizing the proliferation of different paint codes, product specifications, and maintenance requirements.

Are proposers required to have all insurance coverages, endorsements, and limits fully in place at the time of bid submission, or do these requirements only need to be satisfied by the apparent successful proposers prior to contract award and execution?

Insurance coverages, endorsements, and required limits are not required to be in place at the time of proposal submissions.

The City will request proof of the insurance required from the vendor/contractor identified as the recommended awardee.

Required insurance documentation must be provided prior to contract execution and is anticipated to be requested within approximately one month before City Council approval of the contract award.

3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
