The solicitation covers the acquisition of 29 different Axis camera models and related accessories, with quantities ranging from 5 to 150 units per model type. The primary objectives include replacing broken or end-of-life surveillance units and expanding camera coverage at newly identified locations throughout the city. Bidders must submit proposals electronically through the OpenGov eProcurement Portal by July 30, 2025, at 1:00 pm, with an anticipated award period of three years and potential for one additional two-year renewal. The procurement explicitly states no substitutions will be accepted for line items, and all professional services and labor will be conducted in-house. Evaluation criteria will likely include compliance with technical specifications, minority business participation, and adherence to the city's procurement guidelines.

The contract includes significant provisions for minority and small business participation, offering bid discounts for City-certified Small Local Business Enterprises (SLBEs) and Underutilized Women and Minority Business Enterprises (U-WMBEs). Certified SLBEs are eligible for a five percent bid discount up to $10,000, while U-WMBEs can receive a five percent discount up to $20,000, with specific preference given to Black-Owned, Asian-Owned, and Native American-Owned firms. The total estimated contract value is approximately $2,500,000, with a focus on promoting economic inclusion and diversity in municipal contracting. Bidders must provide comprehensive documentation, including business licensing, minority business status, criminal history screening practices, and potential conflict of interest disclosures. The procurement is structured to target underrepresented business demographics across various certification categories, reflecting the City of Tampa's commitment to equitable contracting opportunities. The solicitation includes a minimum certified contact list of 20 businesses, representing a diverse pool of minority and small local business enterprises.
