About this file

The document is a Minority & Small Business Participation Procurement Guideline form (MBD Form-70) dated October 2012, issued by a local government procurement agency, likely the City of Tampa in Florida. The guidelines outline specific diversity and inclusion requirements for formal procurement processes across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed definitions for each industry category and establishes targeted participation goals for Underutilized Women and Minority Business Enterprises (WMBE) both as prime contractors and sub-contractors/sub-consultants.

The procurement guidelines are designed to narrowly tailor WMBE participation across different business demographic groups, including Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman-owned (WBE) businesses. The matrix identifies specific underutilized groups for each industry category, creating a structured approach to increasing diversity in government contracting. The policy applies to formal procurements and solicitations, with the goal of promoting participation from minority and small businesses across various sectors. The document serves as a framework for ensuring equitable opportunities for businesses owned by historically underrepresented groups in government procurement processes.
