About this opportunity
The City of Winder in Barrow County, Georgia is seeking bids for a comprehensive street rehabilitation and resurfacing project scheduled for Fiscal Years 2025/2026. The procurement involves infrastructure improvements on eight streets totaling 4.68 miles, including Martin Luther King Jr Drive, Lee Street, McNeal Road, West Candler Street, Maynard Street, Greenvalley Drive, Langford Street, and St. Anthony Drive. Specific work includes planing existing asphalt, roadway patching, leveling, scrub seal application, asphalt binder placement, crack sealing, and traffic control striping. Contractor qualifications require a valid Georgia State Contractor's License, Georgia State Utility Contractor's License, or GDOT qualifications. Bidders must submit a 5% bid security and will be evaluated on unit pricing for 22 line items, with detailed specifications provided for each street section. Sealed bids are due on March 5, 2025, at 2:00 p.m. at the Public Utilities Facility, with a bid opening immediately following at 2:10 p.m. The project requires complete work within 90 calendar days from the Notice to Proceed, with liquidated damages of $500 per calendar day assessed for late completion.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises. Contractors must comply with the Georgia Security and Immigration Compliance Act, which requires submission of an E-Verify form demonstrating federal work authorization program participation. Insurance requirements include Workers Compensation Insurance and General Liability Insurance of $1 million per incident and $2 million aggregate. A mandatory preconstruction conference will be scheduled after bid award, and the winning contractor must provide 100% performance and payment bonds. While specific budget ranges are not disclosed, the comprehensive nature of the project suggests a significant municipal infrastructure investment. Bidders are advised to regularly check the Georgia Procurement Registry and City of Winder's website for potential addenda. The City reserves the right to waive technicalities, reject any or all bids, and make awards in the best interest of the municipality, with flexibility to add or remove items to meet budgetary requirements.
