About this opportunity
The City of Scranton is soliciting sealed bids for the 2025 Demolition Projects Round 3, which encompasses the comprehensive demolition of four properties located within the city: 1016 Stafford Avenue, 1409 Watson Street, 734 Theodore Street, and 221 Wheeler Avenue (a garage). The project requires a qualified contractor to perform full demolition services, including asbestos abatement, structural demolition, utility capping and removal, site grading, restoration, and proper disposal of all demolition materials. Bidders must register on the city's e-Procurement Portal and submit comprehensive documentation, including bid forms, performance and payment bonds, contractor qualifications, and non-collusion affidavits. The sealed bids will be received online until 10:00 AM on Wednesday, November 26, 2025, with a public bid opening in City Council Chambers and livestreamed on ECTV. Contractors must possess a minimum of 5 years of demolition experience, comply with prevailing wage requirements, and provide specific insurance coverages. Each property has undergone detailed site evaluations and asbestos inspections, with most structures deemed beyond repair and posing significant safety risks to the surrounding community.
The procurement appears open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. The project is funded through a grant from the Commonwealth Financing Authority and involves federal HUD Community Development Block Grant Program resources. While no incumbent vendors are explicitly identified, the city has conducted extensive environmental and historic preservation reviews for each property, including consultations with the Pennsylvania State Historic Preservation Office. The contract term is set for 90 days from commencement, with liquidated damages of $150 per day for delays. Bidders can submit individual bids for each property or combinations thereof, with pricing to be submitted on a unit cost basis. Although a specific total project budget is not disclosed, contractors will be required to submit a 10% Bid Bond and demonstrate financial capability to complete the demolition services. The project represents a significant municipal effort to address blighted properties and improve community safety and aesthetic standards.
