About this file
This document is a site assessment letter from Barry Isett and Associates, Inc. to the City of Scranton's Office of Economic and Community Development regarding the property located at 221 Wheeler Avenue in Scranton, Pennsylvania. The letter details a site visit conducted on August 14, 2025, where the structure was evaluated for demolition. The inspection revealed significant structural deterioration, including severe cracking in load-bearing walls, compromised roof integrity, and shifting foundational elements. Based on the visual assessment of both exterior and limited interior portions, the engineering firm concluded that the structure is experiencing progressive failure and poses a serious safety hazard to the surrounding area.
The professional assessment specifically recommends demolition, noting that repair costs would exceed 85% of the property's value. The letter is signed by Amos Valenti, Project Manager for Project Management & Construction Services, and is addressed to Andrew Connors, the Redevelopment and Blight Specialist for the City of Scranton. The accompanying photographs document the property's condition, showing a white wooden garage/structure with a severely damaged roof, overgrown vegetation, and a deteriorating asphalt driveway. The images confirm the professional assessment of the building's critical state of disrepair.

During the site visit, the structure was evaluated for demolition. The evaluation was based on visual inspection of the exterior and limited portions of the interior. The conditions present in the field on the day of the site visit indicate that the structure is experiencing significant and progressive failure, posing a serious safety hazard to the surrounding area.
