About this file

The document is an Environmental Screening and Historic Preservation review for a demolition project involving the City of Scranton, Pennsylvania, and the Department of Housing and Urban Development. The project concerns the demolition of a garage located at 221 Wheeler Avenue in Scranton, Lackawanna County. The environmental screening form, completed on October 21, 2025, by Jacob Weinberg (Assistant City Planner) and reviewed by Donald King (City Planner), indicates the project is approved to proceed. The Pennsylvania State Historic Preservation Office (PA SHPO) reviewed the project on October 20, 2025, and determined there would be no adverse effect on historic properties, specifically the Hill Historic District.

The PA SHPO noted a high probability of prehistoric and/or historic archaeological resources in the project area but concluded the proposed demolition should have no effect on such resources, provided excavation is limited to foundation removal and clean off-site fill is used. Key environmental screening criteria were addressed, including block area considerations, floodplain status, potential hazardous materials, and structural height. The review confirms compliance with federal and state historic preservation laws, including Section 106 of the National Historic Preservation Act and the Environmental Rights amendment of the Pennsylvania Constitution. The project was deemed eligible to proceed without additional environmental review.
