About this file
This document is a site evaluation report by Barry Isett and Associates, Inc. for the City of Scranton's Office of Economic and Community Development, specifically addressing the property located at 1016 Stafford Ave, Scranton, PA 18504. The consulting firm conducted site visits on three dates: April 7, 2023, October 28, 2024, and June 12, 2025, to assess the property's condition for potential demolition. During these inspections, which were limited to exterior visual examination, the firm determined that the structure is in an advanced state of disrepair, with significant deterioration of the building envelope, including roofing, siding, gutters, windows, and chimney.
The evaluation concludes that the property represents a hazard to public safety and welfare, with damage exceeding 85% of the structure's value. The report recommends immediate emergency demolition. Specific observed deficiencies include a partially collapsed front porch, an unsecured rear garage in poor condition, accumulation of debris, and multiple unsecured openings. The report was prepared by Amos Valenti, Project Manager, and addressed to Andrew Connors, Demolition Specialist at the City of Scranton's Office of Economic and Community Development, with the intent of providing professional recommendation for property disposition.

Dear Mr. Connors, Barry Isett and Associates, Inc. visited the property known as 1016 Stafford Ave, Scranton, PA 18504, on Friday, April 7, 2023, Monday, October 28, 2024, and Thursday, June 12, 2025. During the site visit, the structure was evaluated for demolition. The evaluation was based on visual inspection of the exterior only. No portion of the interior of the structure was visible at the time of inspection. No tests were performed, materials removed, or samples taken.
The conditions present in the field on the day of the site visit indicate that the property is in a state of disrepair. Observed deficiencies include deterioration of the building envelope, including the roofing, siding, gutters, windows and chimney. The property has an accumulation of debris and unsecured openings. The front porch structure has partially collapsed. A garage located at the rear of the property is also in a state of disrepair and has unsecured openings.
