About this file
The documents comprise a Demolition Environmental Screening form and a Pennsylvania State Historic Preservation Office (PA SHPO) response letter for a property located at 734 Theodore St in Scranton, Lackawanna County, Pennsylvania. The project involves the demolition of a structure, with a comprehensive environmental review conducted to assess potential historical and archaeological impacts. The screening was performed by city planners Jacob Weinberg and Donald King on October 21, 2025, with a subsequent review by PA SHPO on October 20, 2025.
The PA SHPO review concluded that there are no above-ground historic properties in the project area and the proposed demolition should have no effect on archaeological resources, provided excavation is limited to foundation removal and clean off-site fill is used. The environmental screening verified that the property will be cleared and stabilized, is not located in a 100-year floodplain, is not on the SARA or EPA CERCLIS problem site list, and was constructed before 1978, thus requiring a pre-demolition inspection for potential lead paint and asbestos. The city planners approved proceeding with the demolition project, contingent on compliance with federal, state, and local demolition and disposal regulations.
