About this opportunity
The City of Manitowoc - Maritime Metro Transit is seeking proposals for a comprehensive Computer Aided Dispatch/Automatic Vehicle Location (CAD/AVL) system through Request for Proposal QE-26-3, issued May 13, 2026. This procurement encompasses CAD/AVL software, hardware components including mobile data terminals, next-stop LED annunciator systems, and public vehicle location displays, along with complete professional services for installation, training, maintenance, and 24/7 customer support. The system must be delivered as a turnkey, cloud-based solution for eleven revenue vehicles (nine 35-foot Gilligs buses, one Ford Transit van, and one Chrysler Pacifica van) and must include GTFS data management capabilities, automated voice announcements for ADA compliance, and comprehensive reporting features. Prospective vendors must demonstrate minimum qualifications including at least three years of organizational history providing CAD/AVL systems, proven ability to deliver turnkey products, and successful installation and implementation at a minimum of three public transit systems. Evaluation criteria include technical specifications, service background, financial stability, insurance coverage, key personnel qualifications, and references from at least three similar transit agencies. Questions must be submitted by May 27, 2026 at 2:00 PM CT to kbottesi@manitowocwi.gov, and proposals are due June 19, 2026 at 2:00 PM CT to sbirr@manitowocwi.gov. Evaluation is estimated to begin June 22, 2026, with completion by July 10, 2026 and contract award estimated for July 13, 2026, with system go-live required by November 30, 2026.
The contract is structured as a firm-fixed price agreement with a one-year base period commencing October 1, 2026, with options for four additional one-year renewal periods, potentially extending the contract term to five years. Year 1 pricing must include all software, hardware, and installation expenses, while Option Years 2 through 5 will include only software subscriptions and maintenance costs; all pricing must be submitted as firm-fixed prices to the hundredth of a dollar with no minimum quantities guaranteed. This procurement is partially funded with $240,074 in federal transit operating funds under Section 5311, which mandates compliance with federal clauses, Buy America Act provisions, and applicable certifications including prevailing wage requirements, debarment certifications, drug and alcohol testing compliance, and civil rights standards. Prospective contractors must accept all standard terms and conditions without modification or negotiation, provide certificates of insurance prior to commencing work, maintain continuous coverage throughout performance, and comply with recordkeeping requirements established in Appendix L. Maritime Metro Transit currently operates UniteGPS for routing and fleet management but has no existing CAD/AVL system, indicating this represents a new implementation requiring full integration with current operational infrastructure. No set-aside designations or restrictions on organization types are specified in the solicitation documents.
