About this opportunity
The Oregon Department of Forestry is seeking qualified contractors to perform fuels reduction and hazard mitigation services on approximately 532 acres across the Rogue River-Siskiyou National Forest in Curry County, with work encompassing tree cutting, brush cutting, slash treatment, and optional mastication across five prioritized work units. Deliverables include 321.517 acres of cut and pile treatment, 210.385 acres of lop and scatter treatment, and 11.324 miles of roadside brushing, with all groundwork required to be completed by December 31, 2026. Qualified contractors must provide an experienced foreman with a minimum of two years of forestry-related experience and one year of supervisory experience, plus at least two chainsaw operators meeting Industrial Fire Precaution Level standards; contractors must also furnish all labor, supervision, transportation, equipment, and materials necessary to complete the work. The RFP closed on April 20, 2026 at 2:00 PM PST, with questions requiring submission by April 1, 2026 at 4:00 PM PST and answers issued approximately April 10, 2026; the anticipated Notice of Intent to Award was to be issued approximately April 27, 2026, with contract term expiring December 30, 2026. Evaluation criteria total 106 possible points: references account for 20 points, desirable elements including proposer experience, approach and plans, and key personnel qualifications account for 56 points, and pricing accounts for 30 points; ODF reserves the right to award one contract and may award all, part, or none of the proposal items based on its best interests and funding availability.
The Oregon Department of Forestry encourages participation of Certified Disadvantaged Business Enterprises (DBEs) including minority-owned businesses (MBEs), woman-owned businesses (WBEs), service-disabled veteran-owned businesses (SDVOs), and emerging small businesses (ESBs), with mandatory submission of a COBID Certification Outreach Plan describing specific outreach and subcontracting efforts when subcontracting opportunities exist. No incumbent contractor restrictions or set-asides are identified in the RFP; however, proposers must comply with Oregon tax laws, maintain required insurance coverage including workers' compensation with $500,000 employers' liability per accident, commercial general liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, and automobile liability of $1,000,000 combined single limit. The United States Forest Service provided approximately $425,000 to the Oregon Department of Forestry for this work under Good Neighbor Authority, with this amount representing the maximum contract value, though the Agency reserves the right to award based on available funding and may not be fully obligated to spend the entire appropriated amount. Proposers must submit detailed pricing including personnel, travel, supplies, overhead, and administrative costs, with all prices firm for 90 days from the submission deadline and through the contract term if awarded; payment is contingent on ODF receiving sufficient appropriations or expenditure authority within its biennial budget and will be issued only for completed and accepted work certified by ODF inspection on a per-unit basis.
