About this opportunity
Pinellas County School District is seeking a qualified contractor to provide comprehensive maintenance and repair services for chemical fire suppression systems across its countywide school facilities through Request for Quotation #25-JG-027-B. The procurement targets a licensed contractor capable of performing corrective and preventative maintenance on pre-engineered fire suppression systems installed in 138 kitchen locations, 7 paint booth areas, and 18 culinary spaces throughout the district. Bidders must possess a Fire Equipment Dealer Class D license and demonstrate compliance with NFPA standards, OSHA requirements, and Florida Fire Prevention Code. The evaluation criteria will heavily weight hourly rates for permitted technicians, helpers, and supervisors, with points allocated across straight time, nights/weekends, and emergency rates, as well as a six-year maintenance service component and materials/supplies cost markup percentages for specified manufacturers like Amerex, Ansul, Kidde, Pyrochem, and Range Guard. Bid submissions are due February 10, 2026, by 3:00 p.m., with bid evaluations occurring between February 10-20, 2026, and a contract recommendation anticipated by February 23, 2026. The initial contract period will run from February 25, 2026, to May 27, 2027, with a potential one-time two-year renewal option.
The solicitation does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must maintain a permanent business office within fifty miles of the district's Central Administration Building and provide twenty-four-hour emergency availability. All technicians performing services must hold valid State Fire Marshal permits and be full-time employees of the contracting firm. The contract appears to be open to any qualified contractor meeting the technical and licensing requirements, with emphasis on proven capability to maintain fire suppression systems across multiple school locations. The initial contract value is estimated at approximately $50,000, with pricing structured around hourly labor rates and materials cost-plus markup percentages. Price adjustments at renewal periods are permitted, not to exceed the previous year's Consumer Price Index for All Urban Consumers (CPI-U). Contractors must also provide comprehensive insurance coverage, including general liability, automotive liability, and workers' compensation, with the School Board listed as an additional insured party.
