About this opportunity
The City of West Sacramento is requesting sealed bids for CFD Sidewalk Replacement 2026, involving removal and replacement of damaged 4-inch Portland Cement Concrete sidewalk panels across 137 locations within multiple Community Facilities Districts, with bids due September 4, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on August 7, 2026 at 10:30 a.m. via Microsoft Teams. This is a Federal-aid construction project subject to FHWA Form 1273 Davis-Bacon wage requirements and California prevailing wage compliance; contractors must register with the California Department of Industrial Relations prior to bidding.
Scope includes sawcutting, removal and legal disposal of existing panels, subgrade preparation, aggregate base installation, PCC sidewalk replacement per Standard Detail 202, root barrier installation per Standard Detail 701 where applicable, and driveway crossing reconstruction per Standard Detail 205. Total work quantities are approximately 5,847 square feet across CFDs A through N. Contractors must independently verify all field conditions and site photographs prior to bidding and are responsible for 811 utility location verification at each location at least two working days before excavation, with detailed tracking and renewal requirements documented in the 811 Tracking Log attachment. All pricing—including sawcutting, demolition, disposal, excavation, compaction, grading, forming, striping, site cleanup, and traffic control—is on a per-square-foot unit price basis with no separate compensation for photograph-to-field discrepancies.
Contractors must hold a current California State [B] Contractor's License or C-8 Concrete Contractor License. Bid security of 10 percent of total bid price is required; successful bidder must provide performance and payment bonds each equal to 100 percent of contract price. The prime contractor must perform at least 50 percent of work by value and list all subcontractors performing work exceeding 0.5 percent of the bid or $10,000, whichever is greater. Insurance requirements: Commercial General Liability $1,000,000 per occurrence, Commercial Automobile Liability $1,000,000 per accident, and Workers' Compensation per statutory requirements, with the City named as additional insured. Concrete placement must occur within five calendar days of form installation unless approved otherwise. Work must be completed within 180 calendar days from the initial Notice to Proceed; liquidated damages are $1,000 per day for failure to meet this deadline.
Work is divided into phases by CFD, with each phase authorized only by separate written Notice to Proceed and no guaranteed minimum quantity or dollar value. The City reserves the right to reprioritize, add, remove, or defer locations based on funding and operational needs, and may terminate the contract for convenience with seven days' written notice. Questions are due August 14, 2026 at 2:00 p.m., with responses by August 21 at 5:00 p.m. Contract award is anticipated October 21, 2026. All bid documents are available for free download through the City's OpenGov procurement portal.
