About this opportunity

California Department of Transportation (Caltrans) District 11 is requesting price quotes for window and building washing services at the District 11 Transportation Management Center in San Diego under IFPQ, with quotes due October 1, 2026, by 2:00 p.m. and a mandatory site inspection on September 14, 2026, at 10:00 a.m. This solicitation is restricted to certified Small Businesses (SBs), Micro Businesses (MBs), or Disabled Veteran Business Enterprises (DVBEs) under Government Code Section 14838.5 — the determining eligibility filter.

The scope includes exterior and interior window cleaning and exterior building-skin cleaning (Alucobond metal panels with fluoropolymer coating) at a two-story main structure with two rooftop structures at 7183 Opportunity Road, San Diego, CA 92111. All labor, equipment including mechanical lifts, tools, materials, supplies, permits, and travel are contractor-furnished. Services are performed during business hours, Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding State holidays, with exterior and interior windows cleaned once annually as scheduled by the Caltrans Contract Manager.

The estimated contract value exceeds $5,000 but is capped below $250,000 — any bid of $250,000 or above is non-responsive. The contract term runs May 1, 2027 (estimated) through April 30, 2030. Pricing must comply with Government Code Section 19134 prevailing-wage requirements: minimum hourly wage of $18.53 for window cleaners and a blended benefits rate of $15.94. Insurance mandates include Commercial General Liability of $1 million per occurrence / $2 million aggregate, Automobile Liability of $1 million combined single limit, and Workers' Compensation with $1 million employer's liability limits. No subcontracting is permitted. Contractors must maintain certification status throughout the term and submit monthly employee wage and benefit compliance reports with invoices. Caltrans must receive at least two price quotes to make an award. Written questions are due September 15, 2026, by 5:00 p.m. The estimated award date is October 8, 2026.
