Collier County, Florida is requesting sealed bids for roof replacement and louver repair at the Collier County Sheriff's Office Jail (J3) facility under ITB 26-8693, with bids due October 12, 2026 at 3:00 p.m. Eastern time and a mandatory site visit required as a condition of bid responsiveness.

Failure of an authorized representative of the prime contractor to attend one of two scheduled site visits—September 9, 2026 at 12:00 p.m. at the Naples Jail Center, or September 16, 2026 at 11:00 a.m. with escort from the Procurement Services Division—results in immediate bid disqualification. Bidders must submit Form 13 - Mandatory Site Visit Attestation Form with their bid. A non-mandatory pre-bid conference is scheduled for September 9, 2026 at 11:00 a.m. at the Procurement Services Division, 3295 Tamiami Trail East, Building C-2, Conference Room A, in Naples.

The scope includes complete demolition and replacement of the existing roofing system, structural repairs, installation of a high-performance single-ply roofing system with new insulation, flashing, lightning protection (NFPA 780 and UL 96A compliant), and full replacement of the exterior metal louver wall assembly with aluminum louvers and metal wall panels. The prime contractor must hold a valid Florida State General Contractor License and either a Florida Roofing Contractor License or subcontract all roofing work to a licensed roofing contractor. Work is performed within a fully operational, 24/7 secure correctional facility; all contractor personnel must complete Collier County background screening and obtain vendor and Sheriff's Office identification badges before commencing work. The contractor must use Collier County's Procore project management platform and provide a 30-year manufacturer edge-to-edge no-dollar-limit roofing warranty.

The anticipated project budget is $3,000,000.00. Substantial completion is required within 365 calendar days from the Notice to Proceed; liquidated damages are assessed at $1,201 per calendar day for failure to meet this deadline. Final completion is due within 30 days of punch list delivery. The successful bidder must provide a bid bond equal to 5% of the total bid and payment and performance bonds at 100% of the contract value. The County has allocated an Owner's Allowance of $324,600.00 for unforeseen conditions, expendable through change orders. All work must comply with the State of Florida Building Code and Collier County Vertical Construction Standards. Bidders must be enrolled in E-Verify at the time of bid submission. Plan documents are protected under Florida Statute 119.071 (Security and Fire Safety); bidders seeking access must request via the Exempt Documents Distribution Form and submit signed requests to Lisa Farnsworth at lisa.farnsworth@collier.gov or (239) 252-8987, with a copy to Olivia.Puga@collier.gov. Addendum #3 with pre-bid conference and site visit sign-in sheets has been posted.
