About this opportunity

Sarasota County is seeking catering services for its Emergency Operations Center (EOC) through a Request for Proposals (RFP) to support emergency activation scenarios. The procurement seeks a vendor capable of providing comprehensive food and beverage services for up to 350 workers during 24-hour emergency periods, including four daily meals (breakfast, lunch, dinner, and late-night), snacks, and cold box meals. Contractors must be able to mobilize within 24 hours of notification and operate within the EOC's existing kitchen facility. Successful vendors must possess appropriate licenses from Florida's Department of Business and Professional Regulation, Department of Agriculture and Consumer Services, and Department of Health. The RFP requires contractors to provide nutritionally balanced meals, accommodate special dietary needs, and maintain high food preparation standards. Evaluation criteria will focus on vendor qualifications, experience, approach, and compensation, with the county planning to award contracts to up to two vendors. The proposal is due on April 19, 2024, with an anticipated initial contract term of three years and partial funding through FEMA grant money.

The procurement appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. Contractors must meet extensive insurance requirements, including Workers' Compensation, Commercial General Liability, and Business Automobile Liability. The contract involves complex compliance obligations, particularly related to FEMA grant funding, which mandates adherence to specific federal, state, and local government contracting standards. Contractors will be subject to rigorous documentation and reporting requirements, including a five-year record retention period and compliance with federal regulations such as the Byrd Anti-Lobbying Amendment and Americans with Disabilities Act. While specific contract value is not explicitly stated, the scope suggests a potentially significant multi-year agreement capable of supporting emergency food service for up to 350 personnel during activated emergency periods. Vendors must be prepared to navigate complex grant-related contractual provisions and demonstrate robust operational capabilities in high-stress emergency response environments.
