About this opportunity

The Putnam County Board of County Commissioners is seeking sealed bids for a Cast In Place Concrete continuing contract to provide concrete services throughout Putnam County, Florida. The procurement covers comprehensive concrete installation services, including furnishing all materials, equipment, labor, and supervision for flat concrete projects of minor complexity such as sidewalks, driveways, parking pads, and flumes. Contractors will be responsible for forming, grading, compacting base, installing reinforcing (welded wire fabric and rebar), pouring concrete, finishing, and implementing construction and control joints, with projects limited to concrete pours up to 12 inches thick. The solicitation includes both a Base Bid for labor only and an Alternate Bid for material costs plus a percentage markup, allowing contractors to bid on multiple labor scenarios. The bid is due on September 18, 2025, at 2:00 pm EST, with a mandatory pre-bid meeting scheduled for August 28, 2025. The initial contract term will run from October 14, 2025, to October 13, 2026, with potential three one-year renewal options extending through October 13, 2029. Contractors must ensure all concrete installation follows current American Concrete Institute (ACI) and Putnam County standards.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit one original hard copy, one duplicate copy, and a USB drive with PDF documentation, and will need to meet comprehensive insurance requirements including commercial general liability, workers' compensation, and business auto liability with specified coverage minimums. While specific budget ranges are not detailed, the contract allows for cost-plus pricing with a set percentage markup on materials. The county reserves the right to award to one or more bidders who best meet their needs, suggesting flexibility in vendor selection. Contractors will be required to provide concrete and steel at cost plus a predetermined markup, with pricing structured around labor rates per square foot for different concrete installation scenarios. Compliance with non-discrimination policies, public records laws, and employment eligibility verification are mandatory. The procurement approach indicates the county is seeking flexible, ongoing concrete services with the ability to engage multiple qualified contractors for various project scopes.
