About this opportunity

The Los Angeles County District Attorney's Office is requesting proposals for a modern, fully integrated, cloud-based Case Management System (CMS) solution under RFP DA-IT01, with proposals due December 7, 2026. The solution must be cloud-hosted; LADA explicitly excludes locally hosted, County data center, or on-premises server deployments. Proposers must meet minimum mandatory requirements outlined in Section 4.0 of the RFP.

The CMS will replace multiple aging legacy applications and serve as LADA's enterprise platform to manage the complete criminal case lifecycle from investigation, intake, and filing through trial, sentencing, post-disposition, and post-conviction activities. The solution must support full prosecutorial workflows and integrate seamlessly with partner justice agencies, courts, and other County systems. Critical integration requirements include California Law Enforcement Telecommunications System (CLETS) and Peace Corps Management and Control Act (PCMCA) compatibility.

Compliance with FBI Criminal Justice Information System (CJIS) Security Policy is a mandatory, non-negotiable requirement. Vendors must demonstrate their cloud infrastructure's ability to implement and maintain CJIS-compliant security measures, including data classification, access controls, audit logging, encryption, personnel security, and system security protocols. Vendors bear responsibility for ensuring systems, personnel, and operations meet or exceed all applicable CJIS standards throughout the contract term.

The RFP includes required exhibits covering scope of work attachments (Functional Requirements and Traceability Matrix, Technical Requirements and Roadmap Matrix, and Compliance Demonstrations Reporting), cost matrix and total cost of ownership analysis, required forms and certifications, standard contractual exhibits, maintenance and support service level requirements, and CJIS and CLETS security addenda. A sample contract document is provided as the negotiation template. Questions and clarifications should reference Section 4.0 minimum mandatory requirements and the complete RFP documentation for technical specifications, evaluation criteria, pricing terms, contract duration, set-asides, and award timelines.
