All deliverables, including maps, source files, and digital assets, become the sole property of the City of Phoenix. Background screening at the contractor's expense is required for all contract workers, with maximum risk level screening including felony and misdemeanor records from any U.S. county or jurisdiction where workers have lived during the preceding seven years.
The initial contract term is two years commencing February 1, 2027 or upon Phoenix City Council approval, with one optional three-year extension exercisable at the City's sole discretion. Pricing proposals represent 20% of the total evaluation score (200 points); qualified offerors are evaluated primarily on qualifications and experience (500 points) and method of approach (300 points). All prices must be firm and fixed for the initial one-year period, with annual price increases permitted thereafter upon written submission and documented justification, subject to the City's sole approval. The contractor must submit detailed service quotes within five business days of a request, calculated on an hourly labor basis, with payment made only for actual documented labor hours.
