About this opportunity
Hillsborough County Public Schools (HCPS) has issued a single/sole source procurement notice for Carnegie Learning to provide comprehensive MATH onsite and virtual coaching and support services at Potter Elementary School and Memorial Middle School. The procurement focuses on targeted professional development aimed at improving instructional practices through virtual planning sessions and onsite coaching. Specific deliverables include side-by-side teacher support, feedback mechanisms, and lesson modeling designed to align instructional strategies with school priorities. The posting period for this procurement runs from January 9, 2026, at 4:00 PM to January 19, 2026, at 4:00 PM, with a subsequent three-day protest period from January 20, 2026, at 4:00 PM through January 22, 2026, at 4:00 PM. Interested firms are required to demonstrate capability by submitting responses via www.myvendorlink.com, providing clear documentation that they can meet or exceed the specified requirements. Evaluation will be conducted by the General Manager of Procurement Services and Procurement Officer to determine whether competitive procurement is warranted.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. Carnegie Learning is positioned as the sole source provider for both Professional Learning and ClearMath products, with the district highlighting their integrated program and previous success in improving reading and math proficiency. While no specific award value or budget range is explicitly stated, the procurement suggests an ongoing relationship with potential for multi-year engagement. The district references existing working relationships and demonstrated academic gains as key justifications for the sole-source approach. Interested parties can obtain additional information by contacting Carnegie Learning at 888.851.7094 or help@carnegielearning.com. The final determination to proceed with a non-competitive procurement rests exclusively with the General Manager of Procurement Services based on responses received during the posting period. If no competing "like" services are identified, HCPS will recommend a waiver of the traditional solicitation process to the School Board.
