This is a Single/Sole Source Procurement Notice issued by Hillsborough County Public Schools (HCPS) in Florida for Carnegie Learning to provide comprehensive mathematics coaching and support services. The procurement encompasses onsite and virtual coaching, professional development, and instructional support services at Potter Elementary School and Memorial Middle School. Deliverables include side-by-side teacher support, feedback mechanisms, and lesson modeling designed to improve instructional practices and align strategies with school priorities. The posting period runs from January 9, 2026, at 4:00 PM through January 19, 2026, at 4:00 PM, with a three-day protest period from January 20-22, 2026. Interested vendors must submit responses demonstrating capability via www.myvendorlink.com by the deadline. The General Manager of Procurement Services and Procurement Officer will evaluate submissions to determine whether competitive procurement is warranted. If no competing "like" services are identified, HCPS will recommend a waiver of traditional solicitation to the School Board.

Carnegie Learning is positioned as the sole source provider for both Professional Learning and ClearMath products, with the district citing their integrated program and previous success in improving reading and math proficiency as justification for the non-competitive approach. No specific award value or budget range is stated in the notice. There are no set-aside designations or restrictions on responding organizations. The procurement suggests an ongoing relationship with potential for multi-year engagement, based on existing working relationships and demonstrated academic gains. Vendors requiring additional information may contact Carnegie Learning at 888.851.7094 or help@carnegielearning.com.
