About this file

This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) Procurement Services Department in Tampa, Florida. The procurement (25628-SSD-EST) is for Carnegie Learning, Inc. to provide coaching and support services consisting of virtual planning sessions and onsite coaching to improve instructional practices for teachers at Potter Elementary School and Memorial Middle School. The services are designed to provide side-by-side support, feedback, and lesson modeling to ensure instructional goals align with school priorities. The posting period for this single/sole source notice runs from Friday, January 9, 2026, at 4:00 PM to Monday, January 19, 2026, at 4:00 PM (seven business days). The protest period follows immediately thereafter from Tuesday, January 20, 2026, at 4:00 PM through Thursday, January 22, 2026, at 4:00 PM (three business days). Interested firms may submit responses indicating their capability to provide "like" (equal, equivalent, or identical) commodities and services via www.vendorlink.com.

HCPS justifies the single/sole source designation based on Carnegie Learning's integrated program combining targeted virtual planning sessions with onsite coaching tailored to each teacher and school's priorities. The district notes an existing working relationship with Carnegie Learning and references demonstrated monumental gains in reading and math proficiency over the past two years at several schools, asserting that this integrated support cannot be obtained from other providers. The determination to proceed with sole sourcing rather than competitive solicitation rests solely with the General Manager of Procurement Services based on responses received during the posting period. If no competing "like" services are identified, HCPS will submit a recommendation to the School Board for approval to waive the solicitation process and proceed with the sole-source purchase. Multiple-year sole source contracts require re-validation and reposting annually.
