About this opportunity
The Oregon Department of Transportation (ODOT) is soliciting bids on roof replacement at the Canyon City Maintenance Station via ITB under OregonBuys, with bids due June 16, 2026 and a mandatory pre-bid conference on June 3, 2026 at 10:00 a.m. at the project site (315 N Canyon Boulevard, Canyon City, Oregon 97845). Attendance at the pre-bid conference is mandatory; bids from non-attending bidders will be rejected as non-responsive.
The scope is complete removal and replacement of the existing metal roof and insulation with insulated metal panels (IMPs)—Kingspan Kingseam or approved equal with R-40 minimum insulation in white—plus new gutters, downspouts, gable trim, and flashing. The contractor must coordinate with a licensed HVAC contractor to replace six unit heater exhaust vents and remove three electric exhaust fans, three ridge vents, one water heater B-vent, and a wireless antenna. The building is approximately 50 feet by 144 feet. Work is restricted to weekdays between 7 a.m. and 5 p.m., excluding state holidays unless approved. Substantial completion is October 15, 2026; final completion is October 30, 2026. Liquidated damages are $600 per calendar day for delays beyond substantial completion.
The project cost estimate is $100,000 to $250,000 for bonding purposes. Bid security equal to 10% of the bid amount is required. Upon award, the contractor must provide performance and payment bonds each equal to the contract price and carry Commercial General Liability ($1,000,000 per occurrence / $2,000,000 annual aggregate) and Commercial Automobile Liability ($1,000,000 combined single limits).
Bidders must hold a current Oregon Construction Contractors Board license prior to bidding and be authorized by the Oregon Secretary of State to transact business in Oregon. BOLI prevailing wage rates apply (Region 14 / Grant County, effective January 5, 2026, as amended April 5, 2026). Award is made to the lowest responsive bid and is contingent upon receipt of sufficient state funding. Bids are opened electronically via Microsoft Teams following the closing date.
