About this opportunity

Alpine School District (Utah County) is requesting proposals for weekly propane delivery and on-site tank services for its bus garage, with proposals due June 19, 2026 at 2:00 PM Mountain Time. This single-award RFP will result in a contract commencing July 1, 2026. A Utah-vendor preference applies under Schedule B qualifications.

The scope comprises supply, installation, and maintenance of a 1,000-gallon propane tank and associated equipment to fuel school buses at 1405 S 100 E, American Fork, Utah. The vendor retains tank ownership. Deliverables include weekly propane deliveries, installation of safety barriers, and safety training for district staff compliant with State Fire Marshal requirements. No formal facility walkthrough is scheduled, though vendors may visit the site. The district consumed approximately 21,000 gallons annually during fiscal year 2025–2026 and anticipates similar annual usage.

The contract runs one year with options to renew for up to four additional years, totaling five years maximum. Pricing must be quoted as a fixed markup in cents per gallon over the OPIS Propane Daily Report Salt Lake City rack price index, with the markup covering all delivery, transportation, supplier margin, overhead, and profit. Cost evaluation incorporates the markup multiplied by 21,000 gallons, plus installation charges, yearly tank rental costs multiplied by five, and removal fees. Vendors must price all line items; blank entries result in zero cost points. Pricing remains valid for one year; subsequent annual increases require justification with proof of increased material, supply, or labor costs and approval from Transportation and Purchasing Departments at least 30 days before implementation.

Evaluation is two-stage: stage one, technical criteria worth 70 points, covers company history and profile (25 points), demonstrated technical capability and expertise (30 points), and references (15 points); stage two is cost evaluation worth 30 points. Vendors must achieve a minimum threshold of 80 percent (56 points) in stage one to advance to cost evaluation and attain a minimum of 80 total points for award consideration. At least three current client references from similarly-sized school districts using the vendor's system for three years or more are required. Vendors must be properly licensed to conduct business in Utah and guarantee pricing for one year. Proposals must separate cost from technical responses; commingled submissions are rejected. Beginning July 1, 2027, Alpine School District will reconfigure into three successor districts (Aspen Peaks, Lake Mountain, and Timpanogos), which may adopt and extend the contract under current terms if they elect to do so.
