About this file
This is a Request for Proposal (RFP) issued by the Alpine School District in Utah for weekly propane delivery and on-site tank services at the district's bus garage. The RFP seeks a qualified vendor to supply, install, and maintain a 1,000-gallon propane tank and associated equipment to fuel school buses, with the district retaining no ownership of the tank or equipment. The scope of work includes providing weekly propane deliveries to maintain a constant supply, installing necessary safety barriers, and delivering safety training to district staff in compliance with State Fire Marshal requirements. The RFP is being submitted electronically through Utah Public Procurement Place (UPPP) with a deadline of Friday, June 19, 2026, at 2:00 PM Mountain Time. No formal facility walkthrough will be held, though vendors are welcome to visit the current facility at 1405 S 100 E, American Fork, Utah 84003. The resulting contract will commence on July 1, 2026, for an initial one-year term with the option to renew for up to four additional years for a total contract period of five years. Following the Alpine School District's reconfiguration into three new districts on July 1, 2027, the Aspen Peaks District, which will contain this bus garage, will have the opportunity to adopt and extend the contract.
Pricing must be quoted as a fixed markup in cents per gallon over the OPIS Propane Daily Report Salt Lake City propane rack price index, with the markup covering all delivery, transportation, supplier margin, overhead, and profit costs. The district used 21,000 gallons during the 2025/26 fiscal year and currently uses approximately 21,000 gallons annually. The pricing quote must remain valid for one year, and any price increases in subsequent years require justification with proof of increased material, supply, or labor costs and approval from the Transportation and Purchasing Departments at least 30 days before implementation. Cost evaluation will use a formula incorporating the markup multiplied by 21,000 gallons, plus installation charges, yearly rental costs multiplied by five for possible five-year contracts, and removal fees. Proposals will be evaluated in two stages, with stage one technical criteria worth 70 points covering company history and profile (25 points), demonstrated technical capability and expertise (30 points), and references (15 points). Stage two consists of cost evaluation worth 30 points. A minimum threshold score of 80 percent (56 points) in stage one is required for advancement to stage two, and vendors must achieve a minimum of 80 total points to be considered for contract award.
