About this file

This is a cost evaluation schedule document issued by Alpine School District's Purchasing and Transportation Departments for a propane tank supply and maintenance contract. The RFP seeks a qualified vendor to supply, install, and maintain a 1,000-gallon propane tank and related equipment to fuel school buses at the district's Bus Garage location. The contract is proposed for an initial one-year term with options for renewal for up to four additional years, totaling five years maximum. The RFP submission deadline is Friday, June 19, 2026, at 2:00 PM Mountain Time, with responses to be submitted electronically through Utah Public Procurement Place (UPPP). The contract award will be made to the responsive and responsible vendor with the highest overall score as justified by procurement code. The Alpine School District will be reconfigured into three new districts (Aspen Peaks, Lake Mountain, and Timpanogos) effective July 1, 2027, and these new districts will have the opportunity to adopt and extend the contract under current terms if desired.

Pricing must include a fixed markup in cents per gallon over the OPIS Propane Daily Report Salt Lake City rack price index, which the district identifies as its preferred pricing benchmark. The fixed markup must encompass all costs necessary for supply and delivery, including transportation, delivery fees, supplier margin, overhead, and profit. The cost evaluation formula includes four line items: margin markup multiplied by 21,000 gallons (the district's estimated annual consumption during fiscal year 2025-2026), plus installation charges, yearly rental cost multiplied by five for the potential five-year contract duration, and removal fees. Vendors must enter pricing for all line items or risk receiving zero cost evaluation points; blank entries are not permitted. Pricing must remain valid for one year, and any subsequent yearly increases require justification with proof of increased material, supply, or labor costs and must be approved by the district's Transportation and Purchasing Departments at least thirty days before implementation.
