About this opportunity
The City of Palm Bay, Florida is requesting bids on the Building E Third Floor Buildout—a 12,149-square-foot interior construction and fit-out project for the third floor of the new City Hall Annex at 120 Malabar Road—under ITB 53-ITB-26, with bids due October 13, 2026. A mandatory site visit occurred on September 17, 2026 at 9:00 AM.
The scope encompasses full architectural, mechanical, plumbing, fire protection, and electrical systems for Public Works office space, including reflected ceiling plans, interior elevations, partition work, finish installation, and final closeout documentation. Work must comply with the 2023 Florida Building Code (8th Edition), NFPA standards, and the National Electrical Code. Contractors must be licensed in Brevard County and obtain security identification badges from the City's Human Resources Department prior to performance. All subcontractors must complete City background checks before commencing work and be identified at bid submission with detailed qualifications and experience for similar projects per Addendum 1.
Davis-Bacon prevailing wage rates apply—classifications range from $12.07 per hour plus $1.81 fringes for laborers to $53.73 per hour plus $38.44 fringes for elevator mechanics, as determined by the U.S. Department of Labor for Brevard County. Paid sick leave (one hour per 30 hours worked, up to 56 annually) is mandated under Executive Order 13706. The project is subject to 2 CFR Part 200 federal provisions, including Buy American Act requirements, Byrd Anti-Lobbying Amendment certification, Contract Work Hours and Safety Standards Act protections, Clean Air and Water Pollution Control Act compliance, and lead-based paint regulations.
Bid security of not less than 5% of bid price is required via certified check, cashier's check, or bid bond from a Florida-licensed surety. The successful bidder must execute the agreement within 15 days of Notice of Award and furnish performance and payment bonds. Bids remain open for 90 days after opening. Award is contingent upon City Council approval and fund appropriation. The City offers an Owner Direct Purchase (ODP) option under which it may purchase designated materials directly from contractor-selected vendors, with deductive change orders reducing the contract amount by the full value of ODP materials and associated sales taxes.
Bidders must submit non-collusion affidavits (notarized in Brevard County), certifications regarding federal debarment and suspension, human trafficking affidavits per Florida Statute 92.525, drug-free workplace program certification, and lobbying certifications. Three references from clients receiving similar services are required. Addenda 1, 2, and 3 addressed subcontractor disclosure timing, electrical drawing scale correction, and lighting fixture substitution procedures respectively.
