About this file

This is a Certification Regarding Debarment and Suspension document required by the City of Palm Bay, Florida for the Building E Third Floor Buildout contract opportunity. The certification confirms that the contractor and its principals and affiliates comply with federal regulations under 2 CFR Part 180 and 2 CFR Part 3000, which govern exclusions and disqualifications in federal covered transactions. Bidders and proposers must verify that neither they nor their affiliates are excluded or disqualified from doing business with the federal government, and they must maintain this compliance throughout the proposal validity period and any resulting contract term. Additionally, contractors are required to include identical compliance provisions in any lower-tier covered transactions they enter into with subcontractors.

The certification serves as a material representation of fact upon which the City of Palm Bay relies in awarding the contract. Non-compliance with the applicable federal regulations may result in remedies pursued by both the City of Palm Bay and the Federal Government, including suspension and debarment. All bidders and proposers must execute this certification with an authorized signature, printed name and title, company name, address, and date before submitting their proposal. The document references additional federal provisions and forms, including certifications regarding lobbying, which are incorporated as attachments to the solicitation requirements.

If it is later determined that the contractor did not comply with 2 CFR Part 180, subpart C and 2 CFR Part 3000, subpart C, in addition to remedies available to the City of Palm Bay, the Federal Government may pursue available remedies, including but not limited to suspension and/or debarment.
