About this opportunity
The State of West Virginia, acting through the Office of Shared Administration (OSA) Purchasing Division on behalf of the Department of Health Facilities at William R. Sharpe, Jr. Hospital in Lewis County, is soliciting bids for a one-time removal and installation of 136 steam RW tubes from Bryan boiler #3 (Model RW1050-W-FDGO-LX, Serial Number 99942) located at the hospital's facility in Weston, West Virginia. The selected vendor will be responsible for removing existing steam RW tubes, installing 136 new Bryan boiler steam RW tubes to be provided by the agency, and performing all related incidental labor, materials, equipment, cleanup, reinstallation of insulation and cover panels, and boiler firing to ensure proper operation, with all work to be completed within fifteen (15) business days of the Notice to Proceed during standard work hours of 7:00 AM to 5:00 PM EST, Monday through Friday, excluding state holidays. Qualified vendors must demonstrate successful HVAC equipment maintenance experience on two or more occasions within the last ten years, hold training and certification in HVAC maintenance, possess factory authorization from the applicable manufacturer with a certified technician on-site, and maintain required licenses including EPA 608 Certification, West Virginia Contractor's License, and AutoFlame Certification; all work must comply with current editions of the National Electric Code, International Building Code, International Mechanical Code, Underwriters Laboratories standards, ANSI/ASHRAE Standard 135-2004, ANSI/EIA/CEA-709.1, and NFPA standards. The procurement will be awarded to the lowest qualified responsible bidder meeting all specifications, with a standard one-year material and workmanship warranty from the date of substantial completion. The question deadline is May 12, 2026, at 10:30 AM EST, and sealed bids must be submitted to the OSA Purchasing Division at One Davis Square, Room 107, Charleston, West Virginia 25301, by May 19, 2026, at 10:30 AM EST; a mandatory pre-bid meeting is required for all vendors submitting bids.
No specific set-asides or restrictions limiting organizational type eligibility are identified in the solicitation documents, though all bidders must comply with West Virginia's drug-free workplace requirements under West Virginia Code 21-1D-5 and submit a notarized Drug-Free Workplace Conformance Affidavit with their proposals. Vendors must also complete a Purchasing Affidavit certifying they are not in default on monetary obligations to the state or its political subdivisions exceeding established thresholds and must submit a bid bond equal to 5 percent of the total bid amount executed by a West Virginia-licensed surety company. The apparent successful vendor must provide both a performance bond and a labor/material payment bond, each in the amount of 100 percent of the contract value, prior to award, and must furnish proof of all required licenses, certifications, and permits. No incumbent contractors, current contract information, or specific budget ranges are disclosed in the solicitation documents; the contract may be funded in whole or in part with federal funds, subjecting the award to federal compliance requirements including Davis-Bacon wage rates for construction work exceeding $2,000, anti-kickback compliance, and other applicable federal procurement regulations. The solicitation incorporates the Department of Health and Human Resources Master Terms and Conditions by reference, and all vendors must acknowledge receipt of Addendum #1 with their bid submissions to avoid disqualification.
