About this opportunity

Bridge Elementary, a K–6 charter school in Roy, Utah, is requesting proposals for Food Service Management Company (FSMC) operations of its National School Lunch Program and School Breakfast Program for the 2026–2027 school year (July 27, 2026 through June 30, 2027), with proposals due July 22, 2026 at 5:00 PM and questions due June 29, 2026 at 5:00 PM.

The scope encompasses meal service delivery for approximately 78,576 total meal equivalents (65,940 lunches, 10,905.84 breakfast meal equivalents, and 1,730 à la carte meals) across 174 service days. The school operates a self-prep facility and offers breakfast and lunch through the NSLP, adult meals, and à la carte items. The FSMC assumes direct costs including food purchases, commodity processing, labor for FSMC employees with fringe benefits and payroll taxes, equipment maintenance, and cleaning supplies; the School Food Authority (SFA) retains responsibility for utilities and indirect labor. The contract includes a 21-day menu cycle that cannot be modified during the initial service period. All food must comply with current meal standards, Bridge Elementary's Local Wellness Policy, and Utah House Bill 402 restrictions on food additives effective in 2026–2027. Food specifications require government inspection and USDA Grade A/Choice standards across meat, seafood, dairy, produce, and baked goods.

Total projected program revenue is $330,276.53, comprising $120,531.60 in local paid and reduced-price meal revenue, $162,152.18 in federal reimbursements, and $47,592.75 in state reimbursements. The contract is fixed-price with per-meal cost reimbursement bid in three parts: direct cost of operations, administrative fee (quoted per meal with itemized expenses), and management fee. Awards will use a One-Step scoring method with a 75-point minimum threshold: 30 points for cost, 15 points for service capability plan, 15 points for years of experience in child nutrition programs, 15 points for personnel management and staffing, 10 points for student and staff engagement, and 15 points for quality assurance.

The FSMC must carry comprehensive insurance including general liability ($1,000,000), worker's compensation ($1,000,000), and umbrella liability ($1,000,000). The contract is one year with options to renew for up to four additional one-year periods by mutual agreement, subject to Utah State Board of Education review and approval. Proposals are sealed and directed to Janey Stoddard, 4824 Midland Drive, Roy, Utah 84067. The SFA will post answers to questions by July 6, 2026 at 5:00 PM.
