About this opportunity
The City of Edinburg, Texas, issued a Request for Bids (RFB) for the Brennaaleen Cedar Detention Pond Project – Phase III, a federally funded drainage infrastructure improvement project designed to provide stormwater relief to the Cedar Heights and Greenbriar Subdivisions in Hidalgo County. This procurement seeks a single contractor to execute reclamation of existing pavement and installation of new stormwater infrastructure including approximately 1,157 linear feet of reinforced concrete pipe (in 24-inch and 18-inch sizes), three new precast concrete manholes, five inlet structures, trench protection for 343 linear feet, approximately 247 cubic yards of stabilized backfill, and roadway improvements encompassing 460 square yards of cut and restore work and removal of 102 linear feet of curb and gutter. The project also requires implementation of traffic control, erosion control measures, and compliance with comprehensive stormwater pollution prevention plans. A non-mandatory pre-proposal meeting was held on December 15, 2025, at 11:00 a.m. at City Hall; written questions were due by December 17, 2025, at 5:00 p.m.; and sealed bids were due on January 6, 2026, at 3:00 p.m., with bid opening immediately thereafter. Bidders must be registered and active in the System for Awards Management (SAM) database and must hold their bids firm for 60 days following the deadline. Required qualifications include the ability to comply with Davis-Bacon prevailing wage requirements under wage decision TX20250003 (effective January 3, 2025, modified September 19, 2025), Build America Buy America (BABA) Act provisions, Equal Employment Opportunity standards, federal labor standards, OSHA safety requirements, and all City of Edinburg and Texas Department of Transportation (TxDOT) 2024 standards. The project timeline targets substantial completion within 90 calendar days of contract execution.
The procurement is subject to federal compliance requirements as the project is funded through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program. No specific set-aside designations for disadvantaged, minority-owned, or women-owned enterprises are identified in the solicitation; however, bidders must document their diversity participation efforts and complete extensive federal certifications regarding non-debarment status, conflict of interest, equal employment opportunity compliance, clean air and water compliance, non-collusion, and BABA compliance. No incumbent vendor or current contractor is specified for this project. Bidders must provide a bid bond equal to five percent of the bid price, a performance bond for 100 percent of the contract price, and a payment bond for 100 percent of the contract price, all from a Texas-permitted surety company. Insurance requirements include workers' compensation with statutory limits, comprehensive general liability with minimum limits of $250,000 per person and $500,000 per occurrence, and comprehensive automobile liability coverage with the same minimum limits. The specific contract award value or budget range is not disclosed in the Request for Bids; however, the City reserves the right to reject any or all bids and award the contract to the bidder deemed most advantageous, and local preference may be given to bidders whose principal place of business is within the City of Edinburg if their bid is within five percent of the lowest bid price.
