This is a technical specifications document issued by the City of Conroe, Texas for Project No. 2026-02, detailing the rehabilitation of sanitary sewer lines in the Cedar Lane and South San Jacinto Street area. The project involves the rehabilitation of approximately 1,103 linear feet of 8-inch and 1,102 linear feet of 10-inch sanitary sewer lines, primarily using the pipe bursting method, along with rehabilitation of approximately 7 existing manholes and installation of approximately 3 new concrete manholes. The specifications also include pre- and post-construction Closed-Circuit Television (CCTV) inspection, approximately 100 linear feet of Cured-in-Place Pipe (CIPP) rehabilitation where directed by the engineer, removal and replacement of approximately 7 manhole lids and rings, reconnection of sanitary sewer service laterals using approved flexible connectors such as QWIKSEAL by FERNCO or equivalent, and site restoration. The contractor must maintain typical work hours of Monday through Friday, 8:00 am to 5:00 pm, with Saturday work requiring approval from the engineer by Thursday, and no Sunday work permitted except under extenuating circumstances with written authorization. All products, materials, and shop drawings must receive city approval prior to construction, and the contractor is required to submit daily reports including quantities of materials used and material receipts referenced to applicable bid items.

The specifications establish comprehensive technical and administrative requirements covering trench safety systems in accordance with OSHA standards, groundwater and surface water control procedures, temporary construction fencing, sand and cement-stabilized sand backfill materials and placement standards, hydromulch seeding with specified seed mixes and application rates, and mobilization with a maximum unit price bid limit of 5 percent of the construction amount. Replacement pipe materials include High-Density Polyethylene (HDPE) for pipe bursting applications manufactured from PE4710 materials, Poly(Vinyl Chloride) (PVC) gravity sewer pipe in both pressure and non-pressure rated configurations, and Fiber-Reinforced Polymer (FRP) pipe meeting ASTM specifications. Precast concrete manholes shall conform to ASTM C478 with minimum 4,000 psi compressive strength, and all cast iron rings, covers, frames, and grates must be manufactured domestically (made in USA) unless exemptions apply, with certification requirements from manufacturers or suppliers. The contractor is required to carry performance and payment bonds, maintain comprehensive insurance certificates, provide a detailed project schedule in Microsoft Project format, and submit all submittals including calculations sealed by a Texas-registered professional engineer where applicable. Testing requirements include Low Pressure Air Testing per ASTM C924 or ASTM F1417 for pipe diameter less than 36 inches, mandrel deflection testing for PVC pipe smaller than 27 inches with maximum allowable deflection of 5 percent, and vacuum testing of sanitary sewer manholes per Texas Commission on Environmental Quality Chapter 217.58, with all testing performed to acceptance standards before final payment authorization.

2.0 EXECUTION

2.1 Flow Control Precautions

A. Whenever flows in a sewer line are blocked, plugged or bypassed, sufficient precautions shall be taken to protect the sewer lines from damage that might be inflicted by excessive sewer

Section 00300-002 Page 2 Revised 8/15/2022 surcharging. Further precautions shall be taken to ensure that sewer flow control operations do not cause flooding or damage to public or private property being served by the sewers involved.

B. Any accidental discharge of sewer to ground must be reported to the City’s Utility Manager immediately for reporting to TECQ within strict timelines.

C. In situations where flow is running through an open trench during a sewer repair or replacement, the Contractor shall take precautions to ensure that debris, bedding/backfill material, sediment, etc. do not enter into the sewer system possibly causing damage to downstream pump stations.

In the event debris, bedding/backfill material, sediment, etc. does enter the downstream sewer system due to Contractor’s negligence, the Contractor shall be responsible for cleaning and videoing the downstream system and also any damage to the downstream pump station equipment at no additional cost to the City.

2.2 Plugging & Blocking

A. A sewer line plug shall be inserted into the line at a manhole upstream for the section being inspected. The plug shall be so designed that all or any portion of the sewage flows can be released. During the inspection portion of the operation, flows shall be shut off or reduced to within the maximum flow limits specified in Subsection 2.0.

B. After the Work has been completed and restricting the flow is no longer needed for the work, then the flow shall be restored to normal. Flow shall be restored by removing the plugs in an order that permits flow to slowly return to normal without surcharging or causing other major disturbances downstream.

C. Temporary plugs shall be removed and the flow restored to normal at the end of each working day. If downstream work is not or cannot be completed during the workday then the Contractor shall be required to provide, operate, and maintain bypass pumping system on a 24 hour basis.

D. The Contractor shall use bypass pumping if the work cannot be scheduled or cannot be completed at a time when flow is within the flow levels specified by Paragraph 2.0.

A. Sewer flow shall be completely eliminated when required for sewer pipe replacement, structural concrete repairs in deteriorated manholes, or installation of cured-in-place pipe.

B. Flow elimination may be accomplished by temporary shutdown of pump stations where possible, or by plugging upstream sewers and pumping of flows, if required. The Contractor shall coordinate with the City of Conroe, Public Works Department for temporary shutdown of pump stations if flow elimination is necessary.

C. All requests of the Contractor to eliminate or adjust the flow within the system shall be made in writing to the City. The City and the Contractor recognize and acknowledge that the elimination and/or adjustment of the flow are a cooperative effort and that the time and effort required achieving the desired flow varies. The City and the Contractor declare and agree that Contractor shall not be allowed, due, or paid any additional compensation, whatsoever, for Contractor's work, effort, time, material, labor, rentals, equipment, expenses, etc., during, as a result of, or arising from the elimination or adjustment of the flow.
