About this opportunity

The Broward Sheriff's Office is soliciting sealed bids under ITB #27001AF for breathing air system compressor maintenance and testing, with bids due November 20, 2026. Bids are accepted only through Bonfire; email, fax, and other submission methods are rejected. Broward County-certified CBE and SBE vendors may be awarded at prices up to 5% higher than the lowest bid for awards up to $100,000, up to 3% higher for awards between $100,000 and $250,000, and up to 1% higher for awards above $250,000.

The scope covers quarterly air quality testing (four per year) and two preventive maintenance inspections annually on all compressor and cascade systems listed in Exhibit A. Exhibit A identifies 14 units across BSO facilities in Florida, including Fleet Services in Fort Lauderdale and stations in Deerfield Beach, Weston, Lauderdale Lakes, Cooper City, Hallandale Beach, Dania Beach, and West Park. Tasks include safety valve, pressure, temperature, and oil shutdown checks; oil and filter changes; breathing air filter and separator element replacement; carbon monoxide monitor calibration; and air sampling. Work must comply with OSHA 29 CFR 1910.134, NFPA 1989, NIOSH 42 CFR Part 84, and manufacturer specifications. Exhibit A is described as a general guide, and additional components or tasks may be required. Bauer and Mako compressor models carry model-specific variations. The awardee must designate one account representative and serve BSO Monday through Friday, 8:30 a.m. to 5:30 p.m. The awardee also collects and disposes of oil and waste.

The initial term is three years, with two one-year renewals at BSO's discretion based on performance and funding availability. BSO makes no guarantee of service volume. Evaluation uses the Total Evaluated Bid Price: pricing for Items 1 through 3 plus $12,000 multiplied by one minus the bidder's proposed parts discount percentage. The same $12,000 estimated annual figure applies to all bidders for evaluation. Award goes to the lowest responsive and responsible bidder meeting minimum specifications, and BSO may award item by item. Pricing must include all labor, materials, and travel for scheduled inspections, and emergency calls outside normal scope may incur a single flat travel fee. Bids are irrevocable for 90 days, and pricing must remain firm for 90 days after the due date and one year after award. Post-first-year adjustments are limited to increases of no more than 3% on the contract anniversary, with substantial documentation.

Bidders must submit an E-Verify form, drug-free workplace certification, non-collusion certificate, Form W-9, scrutinized company certificate, human trafficking certification, Foreign Country of Concern attestation, three-year litigation disclosure, and technical data with manufacturer specifications. Insurance requires commercial general liability of $1,000,000 per occurrence naming BSO and Broward County as additional insureds. CJIS security standards apply when applicable. A Cone of Silence applies from issuance through award.
