About this file

This is a Scope of Services document for ITB #27001AF issued by the Broward Sheriff's Office (BSO) for Breathing Air System Testing and Compressor Maintenance. The solicitation requests quarterly air quality testing inspections (four annually) and two preventive maintenance inspections annually for all compressor/cascade systems identified on Exhibit A. The scope includes comprehensive maintenance services such as checking general operations, safety valves, pressures, temperature and oil shutdowns, changing oils and filters, replacing breathing air filters and separator elements, checking coolers and electrical connections, calibrating carbon monoxide monitors, and collecting air test samples. All work must comply with OSHA 29 CFR 1910.134, NFPA 1989 standards, NIOSH 42 CFR Part 84 requirements, and manufacturer specifications. The awarded bidder must designate one representative for the BSO account and deliver services Monday through Friday during operating hours (8:30 AM – 5:30 PM) to locations referenced in Exhibit A. The anticipated contract term is three years with two one-year renewal options based on performance, funding availability, and BSO's discretion.

Pricing evaluation is based on total pricing for Items 1 through 3 on the Bonfire ITB #27001AF Price Sheet plus an additional percentage discount submitted on Exhibit B for parts pricing. For evaluation purposes, the estimated annual total for additional items is established at $12,000.00, with the bidder's proposed percentage discount applied to this amount to determine the evaluated cost. The Total Evaluated Bid Price is calculated as: Total Pricing for Items 1-3 + [$12,000.00 × (1 – Discount Percentage)]. The same $12,000.00 estimated annual total applies to all bidders for evaluation purposes. The bidder submitting the lowest Total Evaluated Bid Price, subject to meeting all solicitation requirements, will be recommended for award. The awarded bidder must include all labor, materials, supplies, equipment, and travel costs for regularly scheduled inspections within pricing; emergency or unforeseen service calls outside normal scope may incur a single flat travel fee. The bidder is responsible for collection and disposal of oil and waste materials in accordance with applicable laws and regulations. BSO reserves the right to add or remove locations at its sole discretion.
