About this opportunity
The University of Texas at Austin is soliciting sealed proposals for Brand Infrastructure and Implementation Services for Dell Medical School. This procurement encompasses enterprise brand infrastructure and implementation services, explicitly excluding campaign-based ongoing services. The scope of work is organized into three phases: Phase 1 requires translation of existing brand guidelines into scalable, implementation-ready systems with enterprise template architecture and design systems compliant with WCAG 2.1 AA accessibility standards; Phase 2 demands development of production-ready templates and collateral materials including business cards, letterhead, email signatures, slide decks, marketing materials, digital and email templates, patient and donor communications, web components, signage, and environmental materials compatible with Epic, Adobe Experience Manager, Microsoft 365, and Canva platforms; and Phase 3 focuses on brand adoption, training, and enablement through development of a centralized brand rollout toolkit, comprehensive training programs with role-based modules, and a brand adoption framework with defined success metrics. Qualified vendors must demonstrate necessary experience and resources, maintain all required licenses and certifications, comply with federal and state laws, and ensure all deliverables are production-ready with step-by-step documentation and user guides. The proposal due date is June 5, 2026, and respondents must submit complete proposals including responses to project instructions, a signed Execution of Offer, a Pricing and Delivery Schedule detailing total fees and completion timelines for each project phase, responses to a Company/Financial Questionnaire, and acknowledgment of all addenda. The University reserves the right to make selections based on initial proposals without discussion, conduct negotiations with respondents within a competitive range, or request oral presentations from selected vendors.
The University requires all vendors responding to contracts with an expected value of $100,000 or more to submit a completed Subcontracting Plan demonstrating good faith efforts to include service-disabled veteran-owned businesses (SDVOs) certified through the Texas Veteran Heroes United in Business (VetHUB) program, with vendors required to notify at least two certified VetHUBs for each subcontracting opportunity allowing a minimum of seven business days for responses. Respondents must comply with extensive certifications and representations including non-boycott certifications for Israel, energy companies, and firearm entities; restrictions on business with Iran, Sudan, and foreign terrorist organizations; COVID-19 vaccination policies; and compliance with critical infrastructure ownership restrictions. The contract requires contractors to maintain workers' compensation and commercial general liability insurance with the University named as additional insured, comply with confidentiality and safeguarding requirements for University records including FERPA-protected student information, and implement criminal background screening for personnel. If the contract involves handling Protected Health Information (PHI), the contractor must execute a Business Associate Agreement complying with HIPAA, the HITECH Act, and the Texas Medical Records Privacy Act. All submitted materials will be considered non-confidential and subject to disclosure under the Texas Public Information Act upon contract execution, and the resulting contract is contingent upon availability of appropriated funds with the University retaining the right to terminate at the end of any fiscal year. The RFP documents do not specify a listed budget range or award value; all fees must be inclusive of delivery, labor, insurance, taxes, overhead, and profit as stated in the Pricing and Delivery Schedule.
