About this opportunity

Boulder County Parks and Open Space Department (BCPOS) is soliciting bids from qualified construction contractors for permanent repair of a scour-damaged segment of the Boulder Canyon Trail and reconstruction of its creekside slope protection wall, with a mandatory pre-bid meeting on November 4, 2026 at 11:00 a.m. and bids due November 20, 2026. Bids from firms not represented at the pre-bid meeting will not be accepted.

The site lies downstream of the Highway 119 and Fourmile Canyon Drive intersection, immediately east of the Highway 119 trail underpass in Boulder, Colorado. Work includes a grouted boulder slope protection wall, restoration of a 1.9-mile multi-use trail segment, native seed re-vegetation with a minimum one-year warranty, and protection of two existing 16-inch City of Boulder high-pressure waterlines beneath and through the project area. Two alternate bid items price a courtesy shuttle at 40 days each. The contractor must obtain Colorado Department of Public Health and Environment storm water and dewatering permits, Boulder County stormwater and flood plain permits, and CDOT right-of-way and utility permits. Construction water may not be drawn from Boulder Creek, and equipment operating in surface waters must use biodegradable hydraulic fluid. Haul routes are limited to 8:30 a.m. to 4:00 p.m., Monday through Friday.

Bidders must submit a Contractor Qualification Statement listing three similar past projects with owner references and disclosing debarments, defaults, liens, and bankruptcy proceedings within the past five years. Also required are a Colorado Certificate of Good Standing, a W-9 dated within the past 12 months, and a bid bond equal to 5 percent of the bid amount. Payment and performance bonds equal to 100 percent of the proposed cost are required for bids exceeding $50,000. Insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million general aggregate, Professional Liability and Pollution Liability of $1 million each, and Employer's Liability of $100,000 per accident. Boulder County must be named additional insured on general liability, umbrella/excess, and pollution policies. Certificates must be on file before work begins, and owner/sole proprietors are not exempt.

The schedule runs from late December 2026 through February 26, 2027, allowing 44 calendar days. Payment is a single lump sum upon project completion after deliverables are inspected and approved. Questions go to procurement@bouldercounty.gov. Bid bonds must be submitted as a scanned copy with the bid, with the original mailed to Boulder County Purchasing at 1325 Pearl Street, Boulder, Colorado 80302, postmarked by the bid deadline. Bids remain irrevocable for 30 days after opening.

Opportunity text

The Boulder County Parks and Open Space Department (BCPOS) is soliciting proposals from qualified and experienced construction contractors for the repair and reconstruction of a damaged segment of the Boulder Canyon Trail and its associated creekside slope protection wall. The project site is located downstream of the intersection of HW 119 and Fourmile Canyon Drive, immediately east of the HW 119 trail underpass. The affected trail section sustained significant scour, creating a substantial void beneath the finished trail surface as it approaches an existing bridge abutment. In addition, the creekside slope containment structure at this location has been compromised and requires full, permanent reconstruction. Contractors must incorporate protective measures for two existing City of Boulder waterlines that run beneath and through the project area. BCPOS seeks professional construction services to perform a permanent repair of the damaged trail segment and reconstruct the associated slope protection structure. The intent of this project is to ensure public safety and to restore long term structural integrity and reliability of both the trail and adjacent bridge infrastructure.
