About this file
This document is the specifications file for Boulder County Parks and Open Space (BCPOS) in Colorado for BID-326-26, the Boulder Canyon Trail Repair Project. The project involves construction of a grouted boulder slope protection wall and restoration of a 1.9-mile multi-use trail segment located west of downtown Boulder along Highway 119. The scope of work includes site preparation, demolition of temporary repair structures, placement of structural materials for the slope containment wall, trail surface restoration using native seed mixes, and operation of a courtesy shuttle service for trail users during the project closure. Major work items encompass securing applicable permits, mobilization, site preparation with best management practices, heavy equipment access via an existing low water crossing, protection of two existing 16-inch City of Boulder high-pressure water lines, clearing and grubbing, dewatering temporary excavations, and a minimum one-year warranty on re-vegetation efforts. The project schedule spans from late December 2026 through February 26, 2027, allowing 44 calendar days for completion with potential for seven-day-per-week work upon written request. Standard work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with weekend and night work requiring written County approval.
The contractor is responsible for obtaining all required federal, state, and local permits prior to construction commencement, including Colorado Department of Public Health and Environment storm water and dewatering permits, Boulder County stormwater quality and flood plain development permits, building permits, and CDOT right-of-way and utility permits. Contractor responsibilities encompass equipment decontamination to prevent invasive species spread, procurement of all construction water (prohibited from Boulder Creek), biodegradable hydraulic fluid use for equipment operating in surface waters, provision of portable restroom facilities, and submission of critical path scheduling, traffic control plans, and stormwater management plans prior to mobilization. The document specifies that no site amenities are available, contractor must provide port-o-lets, and no construction water or electricity exists on-site. Haul routes are constrained to 8:30 a.m. to 4:00 p.m., Monday through Friday, with variable message boards required. All work product and data become exclusive property of Boulder County. The selected contractor must maintain appropriate licensing and provide complete disclosure of all subcontractors.
