About this opportunity

The Broward Sheriff's Office is requesting sealed bids for bottled water services under ITB 26011AF, with bids due September 14, 2026 through the Bonfire electronic platform only. Local County Business Enterprise (CBE) and Small Business Enterprise (SBE) certified bidders receive price preferences of 5% for bids up to $100,000, 3% for bids between $100,000 and $250,000, and 1% for bids exceeding $250,000.

The scope covers delivery of 100% natural spring water or superior purified drinking water in spill-proof, non-breakable, tamper-resistant 5-gallon containers and provision of brand-new, freestanding water dispensers requiring no plumbing. The contractor must deliver to BSO Administration, District Offices, and Department of Detention facilities during specified windows (8:30 AM to 5:30 PM for administrative locations, 7:00 AM to 2:30 PM for detention facilities) Monday through Friday excluding BSO holidays. The awarded vendor must designate a delivery coordinator, maintain a quality control program meeting or exceeding state and local health regulations, present a detailed emergency plan for water coverage and replenishment, and utilize a billing system compatible with BSO's Accounts Payable system with separate location billing. The contractor provides free replacements for equipment with performance issues and charges no setup fees, deposits, or delivery fees.

The anticipated contract term is three years with two optional one-year renewals contingent upon performance, funding availability, and BSO's best interests. Pricing must be firm for ninety days from the bid due date and include all surcharges, fuel, and freight costs on an F.O.B. destination basis. After award, prices remain firm for one year for additional purchases, with subsequent-year increases limited to Consumer Price Index adjustments; increases exceeding 3% require substantial justification and BSO approval.

Bidders must submit all required compliance certifications including Drug Free Workplace Certification, W-9 forms, criminal conviction affidavits, E-Verify employment eligibility verification, human trafficking certification, and insurance certificates naming BSO as additional insured with minimum limits of $1,000,000 per occurrence for Commercial General Liability and Business Automobile Liability. Award will be made to the lowest responsive and responsible bidder, with results available within thirty business days after opening.
