About this file
This Scope of Services document details bottled water service specifications for the Broward Sheriff's Office (BSO) in Florida under ITB #26011AF. The BSO seeks bids for bottled water delivery and water dispenser rental services to multiple BSO locations. The contract is anticipated to run for three years with two optional one-year renewals contingent upon performance, funding availability, and BSO's best interests. Bidders must submit responses through the Bonfire platform only, with sealed bids accepted until the deadline specified in the full ITB. The scope includes delivery to BSO Administration, District Offices, and Department of Detention facilities during designated delivery windows (8:30 AM to 5:30 PM for administrative locations and 7:00 AM to 2:30 PM for detention facilities), Monday through Friday excluding BSO holidays.
Bidders must provide 100% natural spring water or superior purified drinking water in spill-proof, non-breakable, tamper-resistant 5-gallon containers. Water dispensers must be brand new, freestanding equipment with no plumbing requirements, and the contractor must provide free replacements for equipment with performance issues. The contract includes no minimum order requirements, setup fees, deposits, or delivery fees. Pricing should be submitted per "each" unit on the Bonfire price sheet, with orders placed on an as-needed basis in full case quantities based on packaging specifications. The awarded bidder must designate a delivery coordinator as primary contact for all BSO locations and maintain a quality control program meeting or exceeding state and local health regulations. The bidder must also present a detailed emergency plan for water coverage and replenishment, utilize a billing system compatible with BSO's Accounts Payable system with separate location billing, and provide estimated annual usage based on FY2025 (October 1, 2024 through September 30, 2025) projections, though these quantities are not guaranteed commitments.
