About this opportunity
The City of Hopewell, Virginia is issuing Invitation for Bid (IFB) No. 13-26 for Design-Build construction services to complete Phase II of the Hopewell Riverwalk project, a procurement posted on April 1, 2026, with sealed bids due by 11:00 AM EST on Wednesday, April 8, 2026, with bid opening scheduled for Thursday, April 9, 2026. The project scope involves designing and constructing approximately 600 linear feet of elevated riverwalk and boardwalk to connect the existing Riverwalk Phase II terminus to the Hopewell City Marina, with the contractor assuming full responsibility for all design, engineering, permitting, materials, labor, equipment, and construction activities under a complete turn-key Design-Build delivery model. Key deliverables include design and engineering completion within 90 days of Notice of Award, permit application submission within 100 days, construction commencement within 30 days of permit issuance, on-site construction completion within 120 days, and project closeout within 60 days thereafter, with liquidated damages of $250 per calendar day applicable for schedule delays not attributable to permit review. Qualified bidders must be licensed as Virginia Class A, B, or C Contractors and must submit mandatory documentation including acknowledgement of Davis-Bacon wage compliance, a statement of prior certified payroll and federal labor compliance experience, a Section 3 compliance plan, evidence of successful completion of similar waterfront or marine construction projects, and Design-Build team qualifications; bidders must also submit one original and one electronic USB copy of their bid with a Bid Bond. Evaluation criteria focus on technical qualifications, cost competitiveness, and demonstrated experience with waterfront and marine construction, while the fixed lump-sum bid must include all design, engineering, permitting, materials, labor, equipment, Davis-Bacon prevailing wages, project management, general conditions, and contingencies with no allowance for change orders except those expressly authorized by the City in writing. Questions from interested bidders must be submitted by Friday, March 27, 2026, at 5:00 PM EST.
This procurement is subject to significant federal compliance requirements including Davis-Bacon and Related Acts prevailing wage obligations, weekly certified payroll submissions using DOL Form WH-347, Section 3 compliance demonstrating good faith effort in outreach to eligible workers and Section 3 businesses, and Build America Buy America (BABA) requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States, with iron and steel requiring 100 percent domestic production and manufactured products requiring at least 55 percent U.S.-produced components by cost. The project is funded in part through Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD), which subjects the work to federal labor standards, environmental compliance, and domestic content requirements under the Infrastructure Investment and Jobs Act (Public Law 117-58). Contractors must comply with all federal requirements including Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act, as the project involves impacts to wetlands and waters of the United States, and must obtain all necessary environmental approvals and regulatory permits, including coordination with Virginia American Water Company to protect existing water intake infrastructure and compliance with the Chesapeake Bay Preservation Act and Virginia Coastal Zone Management Program requirements. The existing infrastructure requiring integration includes the Phase II Riverwalk terminus, the Hopewell City Marina, and the Route 10 bridge crossing, with the contractor responsible for determining final boardwalk alignment while maintaining required clearances and following the general geometry of the existing Riverwalk. No specific award value or budget range is disclosed in the solicitation documents; however, all costs including design, permitting, construction, and contingencies must be included in the fixed lump-sum bid, and a Payment and Performance Bond equal to 100 percent of the contract value will be required upon award.
